In 1991 The Arc Shiawassee opened a four unit apartment house named "Tobey Apartments" for individuals with Developmental Disabilities. A MSHDA grant helped with funding for renovations. Renovations provided two apartments to be barrier free. Rent is subsidized base on tenants income.
